Public sale of Volta SKAI B-tower begins: the most expensive apartment purchase in the history of the Estonian real estate market was concluded during the pre-sale

The Volta SKAI B-tower houses 41 apartments and 13 office or service premises.

Real estate developer Endover is launching the public sale of apartments and commercial premises in the second tower of the Volta SKAI high-rise duo rising in the Volta quarter. Even before the public sale began, the reportedly most expensive apartment transaction in the history of the Estonian real estate market was concluded in the building: a SKAI Villa of more than 340 m², spanning an entire floor, found an owner for nearly 4 million euros.

 

The Volta SKAI B-tower houses 41 apartments with a total area of 3429 m² and 13 office or service premises with a total area of 918 m². The apartments are graced by views of the Old Town, the sea and the greenery of the peninsula, as well as by glass balconies and terraces of curved design. At the residents’ disposal are a designed foyer and a rooftop park with a sea view, featuring landscaped recreation areas and playgrounds. Apartment prices start from 249 900 euros, and the apartments are available in sizes from 45 to 170 m². The public sale of apartments and commercial premises in the B-tower started on 13 July.

Even before the public sale began, the reportedly most expensive apartment transaction in Estonia was concluded in the Volta SKAI B-tower: the buyer acquired a SKAI Villa with a living area of more than 340 m², spanning an entire floor. The interior architecture of the apartment was designed according to the buyer’s personal wishes, and the apartment includes a terrace of about 300 m², offering 360-degree views of the Old Town, the City towers, the sea and the greenery of the Põhja-Tallinn peninsula.

Construction has proceeded according to plan, and the first apartments of the Volta SKAI high-rise duo will be completed as early as this autumn, with the first apartments of the B-tower in early 2027,” Tutt added.

While in the A-tower the SKAI Villas extended across two floors, in the B-tower they are laid out on a single level.

The B-tower brings more spacious family apartments and new views to the market

Compared with the Volta SKAI A-tower, already on sale, the B-tower introduces a number of new solutions. The ceilings here are higher still — up to 3.8 metres. More spacious four-room family apartments of 112 to 170 m² have been added, with windows opening in every direction. For investors, the B-tower offers smaller apartments of 44 m² and commercial premises. Apartments with magnificent views of the Old Town and the sea have also gone on sale.

While in the A-tower the SKAI Villas extended across two floors, in the B-tower they are laid out on a single level. Most of the exclusive SKAI Villa apartments on the upper floors have already found owners, and only one of them remains on sale.

In planning the SKAI homes, Endover has been guided by longevity and sustainability, creating value across the human life cycle: the layouts are well considered and spacious, wider passageways have been provided for people with special needs, high-quality materials and smart home solutions have been used, and a good indoor climate is ensured by cooling and, in selected apartments, by ventilation with air humidification as well.

The commercial premises are suitable for offices, retail, services and food and beverage establishments. A multi-storey car park is connected to the building, with a total of 187 parking spaces for cars, as well as spaces for motorcycles and bicycles.

The Tallinn new development market in figures

According to Citify, the Tallinn new development market picked up moderately in the first half of 2026 compared with the same period in 2025. In the first six months, 825 transactions were concluded in Tallinn new developments, whereas a year earlier the figure for the same period was 724. 

Since the beginning of the year, 14 transactions of more than one million euros have been registered, the largest of them so far — more than 2.5 million euros — concluded in the first tower of the Volta SKAI high-rise duo.

About Volta SKAI

Volta SKAI is located in the Volta quarter, which has 125 years of history, and consists of two 12-storey high-rise buildings with a total area of 18 600 m². A total of 111 apartments will be built in the duo, distinguished by ceilings up to 3.8 metres high, floor-to-ceiling windows and architecture using curved corner balconies and terraces; commercial premises will be added as well. The first apartments of the high-rise duo will be completed in autumn 2026, and the first apartments of the B-tower in early 2027. The architecture of the project was created by ARS Projekt, the main contractor is Metropoli Ehitus and the developer is Endover.

About the Volta quarter

The Volta quarter is part of the Volta, Krulli and Noblessner area, which for the third year running is considered Tallinn’s most sought-after new residential and business district. According to Citify, Volta is the capital’s most preferred new development both by the number of units sold and by sales turnover. In 2025, with 323 transactions and a turnover of 107 million euros, Põhja-Tallinn was one of the city’s most active new apartment markets, where the average price per square metre reached 5345 euros. On the foundations of its historical industrial heritage, a new “golden mile” of the real estate market has taken shape, where former factory quarters have given way to a contemporary urban space.

The private and secure quarter operates on the “15-minute city” principle, which means that everything needed for everyday life is within walking distance. Volta HUB, completed at the end of last year, opened Põhja-Tallinn’s largest MyFitness sports club, and a padel club also operates in the quarter. In addition, cafés, shops, a bakery and childcare are located here, and a kindergarten will be added in the near future.
