Endover remains the turnover leader in Tallinn’s growing new-build market in 2026

October 12th 2026

According to Citify statistics, Tallinn’s new-build market has been 7% more active over the first three quarters of this year than last year. Endover leads the developers in sales turnover and sees a growing trend in the capital of people moving from private houses into large apartments.

In terms of turnover, Endover is the leader of Tallinn’s new-build market over the nine-month period: turnover from new sales reached €35.8 million, and the average price per square metre sold by the company exceeded €6,000. Among Endover’s clients, the average apartment purchase was over €400,000.

Across the market as a whole, the average price per square metre has risen by 6% year on year and the average transaction value by as much as 11%, showing that buyers are choosing larger and more expensive homes than before. Comparing districts, 232 new-build sales worth €86 million were made in Põhja-Tallinn this year, at an average price of €5,518 per square metre. In Kesklinn, 220 homes were sold for a total of €89 million, at an average price of €5,955 per square metre.

Sales have picked up particularly strongly in the Volta Quarter in Põhja-Tallinn, which has been Tallinn’s most popular new development for the fourth year running. Volta SKAI, the area’s only new high-rise, which has just reached its full height, has brought extra-large apartments of more than 150 square metres to the market.

Buyers are trading private houses for spacious apartments

According to Annika Saar, Head of Sales at Endover, more and more buyers are moving from a private house to an apartment and looking for distinctive solutions designed as a complete living environment, where everything needed for daily life is close at hand, the home quarter is green and private, the building offers added value such as a rooftop terrace or storage for sports equipment, and the apartment is spacious with a functional layout. “In new developments that meet today’s expectations, buyers are confident enough to join the purchase process as early as the initial construction phase, so that, together with the developer and the architect, they can shape a solution that matches their own vision,” Saar said.

Over the past year, the market for apartments costing a million euros or more has grown along with other segments. The largest percentage jump in the entire market, 300%, has been in transactions above €1.5 million. Apartment deals above €2.5 million, meanwhile, are an entirely new segment in Estonian statistics. The largest known new-build transactions on the Tallinn market in 2025 and 2026 were apartment purchases in the Volta SKAI development worth €2.5 million and almost €4 million respectively.

Investors remain active

Today, homebuyers make up 70% of Endover’s client base and real estate investors 30%. For the latter, both long-term placement of funds and yield-driven investments are on the agenda. “Our homebuyers today prefer larger, three-room apartments in a modern environment. Investors are heading in a similar direction: what matters to them is an area with potential and the quality of the development.”

According to Saar, the company forecasts a steady rise in the price per square metre going forward. Based on these forecasts and sales volumes to date, it makes perfect sense for the company to build apartments at today’s construction prices with future buyers in mind as well.

Endover will soon be bringing a new project to the market in the heart of the city, aimed at both investors and homebuyers. Work is also continuing on the next developments in the Volta Quarter, where a new phase of the Volta HUB building, with commercial space and apartments, is getting under way.
