Tallinn’s Golden Mile: will Volta, Noblessner and Krulli form a new city centre in the future?

North Tallinn has become the capital’s brand new hot-spot and fastest growing residential and commercial area. At its heart lies Volta quarter, a former industrial complex, which has been restored and given a new life. Volta, Noblessner marina and Krulli business and technology centre will remain the focal point of the district in years to come.

Fast-paced development has brought thousands of new people to the area and their presence is pushing businesses to further establish themselves in North Tallinn. Olari Vokk, Head of Commercial Development at Endover, talked in detail about the x-factor of Volta and what the future has in store for North Tallinn.

What is the phenomenon of North Tallinn?

One of the hottest developments in the district is Volta – a mixed-use residential and commercial quarter, a third of which is now complete. Already home to more than a thousand new residents, the quarter also boasts a number of fine restaurants, bakeries, wine shops, design boutiques, beauty services and grooming for pets.

On one side of Volta lies the Krulli business and technology district which is set to be home to the new office of Wise’, bringing an additional 2,500 people to the area. On the other side lies Noblessner marina and the seaside promenade, which is home to some of the city’s most exciting entertainment venues, such as Proto, the Seaplane Harbour and KAI arts centre, as well as several fine restaurants.

Volta, Krulli and Noblessner have made the area extremely valuable for investors – around 6,000 people living and working in the area already expect services and entertainment nearby. Upcoming years are expected to bring an additional 30 000 people to the area. Such tremendous growth and potential is stirring up noticeable FOMO in the commercial property market.

Volta will feature a total of 40 000 m2 of modern and multifunctional commercial space, ideal for offices, retail, services or catering. Today, we are in the process of negotiating with several parties of interest. With a total area of 142 000 m2, we are able to build a comprehensive district inspired by the concept of a 5-minute city.

New projects have been built in North Tallinn at a very rapid pace. What makes the area attractive for a developer? 

North Tallinn’s greatest asset is undoubtedly the many industrial and historical buildings. This has given developers a unique opportunity to restore already existing buildings of architectural and historical value and not limit themselves to new development. As a result, all projects in North Tallinn have a soul and a story.

The history of Volta dates back almost 120 years, when the very first factory buildings were built, producing over 10 million electric motors, and giving light to the city of Tallinn. Maintaining the historical value of the buildings enables people to relate to the unique story of their surroundings on a much deeper level.

Are there any exciting news about the future plans for North Tallinn?

In the future, the entire seaside running along Kopli peninsula, a large part of which is currently closed off, will be open to the public. Hundipea development in Paljassaare will connect the tip of the peninsula all the way to Noblessner and the city centre.

In other news, the construction of the new Loodusmaja (Nature House), where the Estonian Museum of Natural History will move to in the future, has recently started and the preparation for the construction of the largest film studio complex in the Baltic Sea region, has been completed in Paljassaare.

But what about Volta? Will there be a cinema? A spa?

I can reveal that we have recently acquired a building permit for a substantial new project – a large historical limestone building, dating back to 1899. In preparation for this project, we consulted the residents to be able to take their wishes into consideration. A survey revealed that the inhabitants in the area hope for more good quality restaurants, cafés and a gym or a spa. North Tallinn used to have its very own cinema – why not build a new one in Volta?

The residents prefer an environment in which they don’t have to spend copious amounts of time on travel. Ideally everything they need would be just a short walk away.

Tallinn Future Centre

In the near future, the quarter will feature new commercial and residential space, leisure facilities for different age groups, a food street, and a kindergarten. Parking will be underground, and a new landscaped park will be constructed in the heart of the quarter. Comprising 29 buildings in total, Volta Quarter will form an innovative and environmentally friendly micro-city in the heart of Kalamaja.
