Endover to Develop North Tallinn’s Largest Business Center and Sports Club at Volta

Today, the next development plans for the Volta Quarter were publicly unveiled. Starting in November, Endover will begin construction on the area’s largest mixed-use business and community hub, Volta HUB. The anchor tenant of the first-phase commercial building will be MyFitness, which plans to open the most modern sports club in the Baltics in early 2026.

Volta HUB: A 40,700m² Business Center for North Tallinn

Endover is set to build the Volta HUB, a 40,700-square-meter mixed-use center that will soon become the largest of its kind in the area. The development will consist of five buildings, with 75% of the total construction area (30,000m²) dedicated to commercial, retail, and service spaces, and the remaining 25% allocated to luxury apartments. Designed by ARS Projekt, Volta HUB will also feature a new kindergarten, recreational areas, and a 15,000m² public park.

Endover’s Development Director, Olari Vokk, noted that half of the Volta Quarter’s planned development is already completed. With the rise of new residential and workspaces within Volta and nearby projects, the demand for services and retail spaces continues to grow.
“North Tallinn, especially the so-called golden mile of Noblessner-Volta-Krulli, needs more services and retail spaces to provide residents and workers with access to everything they need within the framework of the 15-minute city,” explained Vokk.

Tallinn Deputy Mayor Pärtel-Peeter Pere highlighted the importance of accessible amenities, stating: “When most essentials are within a 15-minute walk or bike ride, quality of life improves, and property values increase. This creates a village-like atmosphere in the city, where people see one another, hear sounds, smell scents, and experience the Nordic urban environment.”

The first building in Volta HUB will be anchored by MyFitness, which will create the largest and most modern sports club in North Tallinn.
“MyFitness has been considering expanding to North Tallinn for some time now because we’ve received feedback from our members that this area needs our presence. It’s a developing urban space with a growing population, and a sports club closer to home is a highly anticipated service,” said Tiina Matikainen, Board Member of MyFitness.

The new club will offer nearly 2,000m² of training facilities, including a state-of-the-art gym, group fitness classes ranging from strength training to yoga, an exclusive boutique studio, and a sauna area. According to surveys conducted among local residents, such a large and modern sports club is the most desired service in the area. The club is scheduled to open in early 2026.

In addition to the sports club, Vokk revealed that negotiations are ongoing with food retailers, restaurants, cafes, service providers, and healthcare companies to establish a presence in Volta HUB. A padel center will also open in the Volta Quarter soon.

North Tallinn as the Capital’s New Hotspot

North Tallinn is currently one of the most dynamic development areas in the city. Former industrial zones in the Volta, Krulli, and Noblessner districts have transformed into vibrant spaces for business, recreation, and living. Today, North Tallinn has approximately 65,000 residents, and with ongoing developments, another 30,000 are expected to move in. By 2030, the Volta Quarter and its surroundings will house 12,500 residents and provide jobs for 11,000 people, making it the most significant hub in North Tallinn.

Although some claim Estonia’s real estate market is stagnating, Vokk refuted this in North Tallinn: “The market is not stagnant; the dynamics have shifted, and new epicenters have emerged. The projection that North Tallinn will eventually host nearly 100,000 residents is no longer just a vision—it’s a reality that will arrive in the coming years.”

For instance, Wise, with its thousands of employees, will soon open a large office in the area. However, the district’s growing population also brings challenges related to traffic and connectivity between neighborhoods.

Planning for Sustainable Living and Reduced Mobility Needs

Endover’s development strategy for Volta Quarter addresses these challenges by focusing on localized services. “Our approach to solving traffic issues is to create opportunities within the quarter itself, minimizing the need for movement,” Vokk explained. “If neighborhoods are dense and follow the 15-minute city principle, the need for extensive travel diminishes. Our focus should be on planning urban spaces to reduce unnecessary mobility.”

Volta Quarter: A Landmark Development

Volta Quarter is one of Tallinn’s most significant and successful real estate projects. The former industrial site, with over 125 years of history, is being redeveloped following the principles of the 15-minute city. The project includes 142,000m² of total development, over 750 apartments, and more than 50,000m² of commercial spaces, along with a kindergarten and a park with recreational areas.

According to Citify, a real estate market data aggregator, North Tallinn led Tallinn’s real estate market in the first nine months of this year with 202 transactions out of 858, totaling €71 million in revenue—significantly higher than other districts. The average price per square meter in North Tallinn is approximately €5,000, compared to the market average of around €4,400/m².

As part of the Volta Quarter development, Endover has already established new infrastructure in North Tallinn, including two new streets and an expanded district heating network.

The architectural concept of Volta HUB combines historic limestone facades with modern, energy-efficient high-rises. The buildings will feature ceilings up to 8 meters high, grid-patterned arch windows, open-air landscaped terraces, recreational areas, and views of the sea and Old Town.

With sustainability in focus, 100% of the electricity used will come from renewable sources, and 69% of heating will be renewable. The goal is to recycle 90% of waste, with extensive greenery both around the buildings and on the open-air terraces.
